Q: How do we know when it’s time to dump our old cookware?

If you're asking the question, it might be time. Either the pots and pans you're using now have sautéed better days or you simply want to go shopping--whatever the reason, good-quality cookware can actually make you a better cook, so spend the money. Look for high-end stainless steel with an aluminum or copper core (if you've got a trust fund). These metals distribute heat evenly and help prevent scorching. Handles are also important. Always go for metal, which stays cool on the stovetop and won't melt if it's placed inside the oven. And pick them up before purchasing. You'll want handles that feel comfortable in your grip.
